问题     The past few years have given way to a heated debate about whether downloading free online music is legal.  Some, especially record companies and singers, think it’s theft, while many others regard the Internet as a public library and hold that users are justified in using the free resources.   What’s your opinion? Write an essay of about 400 words on the following topic;
                Should Free Music Downloads Be Outlawed?

答案                 Should Free Music Downloads Be Outlawed?
    Recently, much attention of the music industry has been focused with great interest on digital downloads. Concerning MP3 downloads, their impact on the recording industry and the industry’s attempt to thwart such downloads have been in the news continuously. For my part, downloading free online music is stealing the time, efforts and talents of musicians, and will eventually destroy the music industry, so it should be outlawed.
    Firstly, using the Internet to download copyrighted works without authorization can be considered as stealing from musicians who spend a lot of time and efforts producing music. Being not tangible does not mean that a piece of music does not belong to someone. On the other hand, stealing from artists is not a good way to show appreciation for their work. As we have zero-tolerance for theft, we should not tolerate this kind of act., Digital distribution is not going out of style, but just like radio and retail distribution, the artist needs to be respected and paid for their work.
    Secondly, free music downloads in the current environment come as a mortal blow to the music industry. It is conceivable that MP3 downloads contribute to the decline in record sales because they are becoming substitutes for the purchase of the prerecorded materials. The advance of technology, such as peer-to-peer file sharing, provides the Internet users almost unlimited access to a wide variety of music. MP3s are even more likely to replace CDs with the spread of CD burners and inexpensive portable devices, for MP3s are not only used on computers. Consequently, record labels will be confronted with recession and have no funds to take on talented artists if the music industry is not earning money. The whole industry will fall into a vicious cycle.
    Thirdly, some new file-sharing ways emerging online can protect copyrighted music as well as satisfying the listeners. Now many websites enable visitors to listen to music online, mostly only one-time access to each song for free. Hopefully, the real "sharing" , with permission of musicians and record companies will be a win-win approach to this issue, although many people still prefer downloading.
    My conclusion, in a nutshell, is that free music downloads will cause fatal harm to the record industry, and therefore should be banned. As a copyright-based industry, music industry ought to take measures to protect themselves against online pilfering of their products.
