   Excerpt 1
                              China Bans Unapproved Online Music
The Ministry of Culture recently published a blacklist of online music and urged various websites to remove 120 songs, some by popular singers, from their platforms.
The move is based on a ministry regulation that came into effect in 2011 requiring online portals not to promote obscenity, gambling, violence and crimes.
The move represents progress, given that it is based on an established regulation and that there are issues with the songs on the blacklist, some of which contain explicit lyrics.
"A stricter regulation covering online songs is necessary to protect youths from pornographic content. " The official made the remarks in response to doubts from fans and media that the songs, including those by Lady Gaga and Owl City, might be banned for containing sensitive or offensive lyrics.
In China, websites must be licensed by the government before offering online music services, and imported music products must be approved by the ministry before entering the market.
According to the ministry, the country’s search engines and websites were urged to check and "immediately cancel" all services related to these songs by September 15, or they would face punishment.
Previously, the ministry has already ordered websites to stop featuring 200 songs that include " Cold Wind Blows" by Eminem, "Push That Knot Away" by KT Tunstall and "Grenade" by Bruno Mars for similar reasons.
" The ministry will continue to clean up online music products that fail to receive official approval in a bid to regulate our country’s online music market," the official said.
   Excerpt 2
                                     Culture Bans Need Prudence
Debates over the censorship of music containing lyrics of violence or criminal lifestyles have become increasingly prominent as mass production and communication technologies have enabled books, songs and images to be circulated to an ever wider audience.    We expect fans of an art form that is subjected to public criticism and vilification to leap to its defense. Some of these aficionados—whether the medium in question is cinema, fine art or pop music— make the case for the value of their favorite mode of expression by pouring out their suppressed feelings via music.
Hip-hop has long been the focus of controversies surrounding violent music. Hip-hop is closely associated with low-level criminality, because many of the rappers grow up in such marginalized communities where crime and deviance exist with little chance to improve living standards and social cohesion. Besides, freedom of speech and everyone’s rights to an opinion should be protected and this applies to arts and media too. Listening to some music that contains violent lyrics doesn’t mean that the listeners share the same views. Rather, people should be intelligent enough not to fill their thoughts with such rubbish.
Therefore, such a regulation over music needs to be drawn up in a prudent manner, so that it does not give the impression that there is no tolerance toward cultural diversity. In this sense, the regulation should be based on standardized and specific rules that are already a social consensus.
It is a bottom line of society that any dissemination of cultural products via public media platforms should be free from pornography and violence. However, any move to regulate cultural products should be made in a prudent manner.

答案    On the Censorship of Music with Offensive Lyrics
The recent released blacklist of online music echoes our government’s tighter control on products that contain sensitive or offensive content in an attempt to clean up cyber space. While hailed by some, this action is opposed by those who argue against music censorship for the sake of free expression of artists and tolerance of cultural diversity. Personally, I believe music containing objectionable lyrics should be banned.
For centuries long, music has been nourishing our soul, much as bread and butter fattens our body. Soldiers courageously fight against invaders of their country as drumbeats thunder inside their mind. The ailing and dying seek final solace and peace within the embrace of requiem. The hopeless unfurl their hope against the stimulating symphony. Sadly, however, some of today’s music is overwhelmed with provocative and violent lyrics whose language is so foul that our ears will bleed upon it. Against the argument that brutal and disrespectful music is nothing but the outpouring expression of the music composers’ pent-up feelings, music, with its sweeping influence especially among the young, should watch out what it is conveying. The young nowadays, with little sense of judgement, may fall victim to the "cool" lifestyle provoked in such morally decaying music. For example, many hip-hop and metallic rock pieces describe carrying dangerous objects and hooking around in gangs; still others advocate hot girls in bikinis monkeying with boys. These explicit cases of glorifying violence and pornography can navigate our children who know little but to live up to their stars to a wrong direction. Therefore, degrading and rotting lyrics that corrupt social values should be banned.
As a form of art, real music, which is intended to inspire rather than despair, should not be reduced to a volley of tantrum. After all, the best way to win hearts and minds is not to yell, browbeat or shoot hysterically, but to make itself a more melodious tune!
