解析 SWOT分析法是一种环境分析方法。SWOT是英文Strength（优势）、Weakness（劣势）、Opportunity（机遇）、Threat（挑战）的简写。这种技术从项目的每一个优势、劣势、机会和威胁出发，对项目进行考察，把产生于内部的风险都包括在内，从而更全面地考虑风险。首先，从项目组织或更大业务范围的角度，识别组织的优势和劣势，经常可用头脑风暴法。然后，再识别出产生于组织优势的各种项目机会，以及产生于组织劣势的各种威胁。也可用 SWOT 分析来考察组织优势可以抵消威胁的程度，以及机会可以克服劣势的程度。SWOT一般分成以下5步：列出项目的优势和劣势，可能的机会与威胁，填入道斯矩阵的I、II、III、IV区，如下表所示

（1）将内部优势与外部机会相组合，形成SO策略，制定抓住机会、发挥优势的战略。（2）将内部劣势与外部机会相组合，形成WO策略，制定利用机会克服弱点的战略。（3）将内部优势与外部威胁相组合，形成ST策略，制定利用优势减少威胁战略。（4）将内部劣势与外部威胁相组合，形成WT策略，制定弥补缺点、规避威胁的战略。
