The agreement makes it illegal for the parties to discriminate between national and foreign producers in the trading of services, government markets and investment. One prime benefit of NAFTA is that the NAFTA agreement encourages greater immigration between the three countries.

This means that elected governments do not have a full range of policy options open to them—their range is narrowed by the WTO.
