答案             Should Highways Be Toll-free on Holidays and Festivals?
Recently, the government decided to abandon the use of tolls on China’s expressways during the eight-day "Golden Week" holiday for the Mid-Autumn Festival and the National Day. The policy has attracted huge attention and sparked debates among people. Some people believe that the policy should be adjusted, since we can often hear lots of people complain about the massive traffic jam caused by the move. There are also people who firmly advocate the practice of holiday toll-free policy. As far as I am concerned, I am in favor of the former opinion.
Holiday toll-free policy has given rise to a lot of problems. Above everything else is the heavy traffic congestion. The fact is that toll-free highways leave hundreds of thousands of drivers stuck in traffic during the Mid-Autumn Festival by spurring unprecedented road traffic volume. According to media reports, with the traffic jams, some motorists were seen playing badminton and even walking their dogs on the expressways.   Driving was just like crawling along, just a few kilometers an hour.   The huge crowds, heavy traffic and frequent road accidents have taken some of the luster out of the Golden Week. Lots of travelers complained that they waited so long on the highways and in the end they didn’t have time to take a good look at the spot.
On the other hand, those who are in favor of this policy have their own reasons. For one thing, they maintain that the policy will save a lot on people’s travel expenses. The measure is expected to save travelers about 10 billion yuan in highway tolls during the coming holiday. For another, they argue that the policy can help to promote the development of tourism industry. The removal of toll fees will not only make travel cheaper and more convenient, but also boost the development of relevant service industries, as people will spend more money on related services, such as food and accommodation.
Although the gesture of goodwill would be appreciated, the government should be better prepared to handle the heavy traffic flow. As far as I am concerned, toll-free policy should be reconsidered. Massive traffic jams on holidays proved that the new policy didn’t fit the long-holiday travel rush which put more than 1.3 billion people on vacation for a week at exactly the same time. The whole situation of the holiday should be taken into consideration and other supporting measures should be adopted along with the toll-free highway policy during holidays.
