答案     In the 20th century, mankind had achieved tremendous successes. Of all the successes, progress in science and technology is perhaps the greatest. As we look forward to the 21stcentury, the rapid development of science and technology and the emergence of high-tech industries  are set to push the world economy forward in its continuing evolution from agricultural economy to industrial economy and into the knowledge-based economy. The world is undergoing profound changes; the integration of economy with science and technology is increasing, and the restructuring of the world economy is speeding up. Economic prosperity depends not only on the total volume of resources and capital, but directly on the accumulation and application of technological knowledge and information.
   To fulfill the objectives of modernization, China is determined to invest in science and technology. In August 1999, the Chinese Government made the decision to enhance technological innovation, to develop high technology and to accomplish industrialization. This is important for China in the new century, and is the only road for the Chinese nation toward revitalization.  Upon the arrival of the new millennium, China will encourage innovation so as to accelerate  the process of commercialization, industrialization and internationalization.
