The United Nations has officially unveiled a report containing what’s widely seen as the most thoroughgoing set of proposals for its own reforms since its foundation in 1945. The report drawn up by an international panel, says the Security Council should be more proactive in authorizing the use of force to prevent military threats. Susanna Price reports from UN headquarters in New York. The panel calls for the Security Council to be more proactive in cases where there have been serious violations of international humanitarian law such as genocide or ethnic cleansing. It also recognizes that while states cannot use force preemptively, the Council may have to take early action if there are threats such as non-state actors armed with nuclear weapons. The panel also backs the expansion of the UN Security Council from 15 to 24 members and suggests two possible options. One is to add six new permanent members although they would not have a veto.
