问题     Recently government agencies in some big cities have been studying the possibility of putting a "pollution tax" on private cars. The amount of tax private car owners would have to pay would depend on the emissions levels, i. e. engine or vehicle size. This has caused quite a stir among the public. Some regard it as an effective way to control the number of cars and reduce pollution in the city. But others don’t think so. What is your opinion?

    With the advancement of society, in recent yeans, numerous people have become increasingly wealthier than ever before and can afford a car, cheap or luxurious. This unexpectedly brings about countless visible as well as potential environmental problems, as can be seen in many cities of China, where the air is severely polluted and visibility is lowed by the heavy traffic. Some government agencies in some big cities conceive a good idea that private car owners should be taxed for pollution, of which I’m fully approval.
    One of the beliefs to tax the car owner is that private car purchasers, who tend to consume more resources in the coming days than the non-buyers, should shoulder more responsibilities for society. They consume a large portion of natural gas and oil when driving, contributing to an incredible emission of poisonous gas and threatening the balance of global ecology. Undoubtedly, the car owners cause heavy traffic, polluting the air unnoticeably. They occupy a lot of over-ground parking lots, contaminating the decreasingly fresh air. Naturally, they should be responsible and pay for all of these.
    Protecting the environment by taxing private car owners is another consideration. Admittedly, environment has been ruined with increasing car users. The taxation of car owners is believed to reduce the traffic jam by limiting the car use frequency, thus reducing the pollution. Another benefit from taxation is that fund can be raised to apply more revenue to environmental protection, such as encouraging more research and design of new-energy cars which do not consume natural gas or oil, building more under-ground parking lots which can minimize the emission of waste gas, so on and so forth.
    What gains can there be from taxing the private car owners for pollution? Surely, it is just like one stone to kill two birds. In another words, taxing private car owners can do a world of good to the natural surroundings in the long run.
