As the registered operator of the vehicle, you are liable for a $25 fine in accordance with state law. Simply complete the form attached with this letter, outlining the driver of the vehicle and their personal details, and have it signed by a notary public. Then, mail it to the State Highway Authority at PO Box 4322, Albany, New York.
