    This is the final notice advising you that a motor vehicle registered under your name used a state highway without paying the toll as required by law. A black Mohitzo station wagon, registration number VFT687, was recorded on Western State Highway at 9:48 am on March 13. As the registered operator of the vehicle, you are liable for a $25 fine in accordance with state law. Please submit payment to the State Highway Authority within 14 days or you will be issued a penalty notice, and prosecution will commence.
    You have seven days in which to lodge an objection concerning this matter. If you would like to challenge this notice, please get in touch with the Resolutions Office at resolutions@ statehighway.gov.kc. If someone other than the registered owner was driving the car at the time of the offense, you can take steps to transfer liability to the driver. Simply complete the form attached with this letter, outlining the driver of the vehicle and their personal details, and have it signed by a notary public. Then, mail it to the State Highway Authority at PO Box 4322, Albany, New York.
