Qualification, in my opinion, is the foremost factor that needs to be considered. Because it could help the company allocate the candidates to the right positions. Experience should be taken into consideration too. Employees with rich working experience can adapt themselves to the new work quickly. Reference plays a role of checking up the candidates’ working history such as qualification, experience, and performance by the information provided by the third party.
