This period is said to be somewhat under 12 and 13 years and over 6 and 7. Two pieces of evidence are cited in the talk: one is Genie and the other is Helen Keller. Genie was an American girl. She was locked in a room by her father at about 2 years old and had nobody to talk to since then. When she was discovered, she was about 13 years old.
