If he had a lot of money for a home, I would recommend one of the newer neighborhoods that are safe as well as conveniently located. However, if his budget were limited, I would recommend a home close to his job.
Furthermore, I would need to know what home amenities my friend is looking for.
This would include how many bedrooms and bathrooms, a furnished or unfurnished apartment, nearby a subway or bus station and so on.
My recommendation would be to first look for a home in a good, safe neighborhood that fits his budget.
