A hard-line nationalist and pro-Western reformer appeared headed for a runoff in Serbia’s presidential election. Independent observers Sunday gave Serbian Radical Party candidate Tomislav Nikolic 31% of the votes while Boris Tadic of the reform-minded Democratic Party won 27%.13 other presidential candidates are trailing far behind with no candidate winning more than half the votes. The top 2 finishers are expected to meet in a June 27th run-off.
