问题 Why does the correspondent say that Milosevic’s first appearance is dramatic?
Former Yugoslav President Slobodan Milosevic has made a brief but dramatic first appearance at the International War Crimes Tribunal in The Hague, where he refused to enter pleas to the charges against him. VOA correspondent Roger Wilkison reports Mr. Milosevic says he considers the tribunal an illegal body that was set up by NATO to justify what he describes as its crimes against Yugoslavia.
Presiding Judge Richard May advised Mr. Milosevic to appoint a defense counsel, noting that the former strongman had entered the courtroom without any attorneys accompanying him. But Mr. Milosevic was firm in his response.

B、He is the former president of Yugoslav.
C、He considers the tribunal an illegal body.
