    People are now more and more encouraged by both non-governmental and governmental organizations to help the people in underdeveloped areas by donations. Donations, in forms of both money and materials, are called on especially in time of disasters or emergency in the underdeveloped areas.
    It is obvious that various donations going to the underdeveloped areas do improve the conditions of these areas to some extent. Firstly, these donations can be used to resolve some practical problems in these areas by working as a source of funds for construction, for example. Secondly, donation also offers some opportunities for the development of education in underdeveloped areas. Money, books, and various devices and educational equipments donated to these areas are useful for their cultural and educational development. In the third place, donation is really an efficient way of pulling people through temporary but overwhelming difficulties and hardships.
    However, it docs not follow that donation can replace governmental behavior. In fact, the latter is the very approach to a thorough development of the underdeveloped areas. On one hand, donation is on a shortterm basis and is only helpful in solving some temporary problems, while governmental behavior is on a long-term basis and can be depended upon in solving some radical problems. On the other hand, donation is usually aimed at certain places instead of all the underdeveloped areas and thus cannot solve the problems of all these areas, while governmental behavior is directed at all the underdeveloped areas. Therefore, in order to prompt a radical improvement of the underdeveloped areas, governmental behavior will be the dominant force in the long run.
