答案     In recent years, we can see news headlines like "XX city suffers greatly from waterlogging after a rainstorm" from time to time. These events make us wonder why our so-called international modern cities are so weak in front of a common rainstorm. Should all the blame falls onto the extreme weather?
    The answer is definitely no. We are now suffering the consequence of our own actions. On the one hand, the acceleration of urbanization squeezes the green area to the largest extent. In addition, the endless construction works damage the water drainage system. On the other hand, the current water drainage systems in most cities are outdated and do not keep up with the city planning. Generally, local authorities tend to put more emphasis on above-ground constructions over underground ones, as the former are achievements much more easily to be seen.
    The drainage system somehow reflects one city’s level of civilization. It is urgent for local governments to prioritize the construction of drainage systems, and reinforce the supervision and the maintenance of related facilities.
