问题     Writing Based on Reading and Listening
    Directions:
For this task, you will read a passage about an academic topic and you will listen to a lecture about the same topic. You may take notes while you read and listen.
Then you will write a response to a question that asks you about the relationship between the lecture you heard and the reading passage. Try to answer the question as completely as possible using information from the reading passage and the lecture. The question does not ask you to express your personal opinion. You may refer to the reading passage again when you write. You may use your notes to help you answer the question.
Typically, an effective response will be 150 to 225 words. Your response will be judged on the quality of your writing and on the completeness and accuracy of the content.
You should allow 3 minutes to read the passage. Then listen to the lecture. Then allow 20 minutes to plan and write your response.
Write your response in the space provided.
    Reading
You will have 3 minutes to read the passage.
Wind power is the conversion of wind into a useful form of energy, such as using wind turbines for electrical power, windmills for mechanical power, wind pumps for water pumping or drainage, or sails to propel ships. Recently, Scotland announced plans to build a wind power station on peatlands. However, many people object to this plan and have claimed their reasons for the objection.
First, the wind power station would affect local tourism. Peatlands are special sites attracting tourists from all over the world. If the government builds a wind power station, the sites may not be open to tourists, and the wind power station will also prove to be an eyesore upon the sites’ natural beauty. Therefore, the tourism of the local area will be severely affected.
Second, the wind power station is harmful to the environment, leaving carbon dioxide with nowhere to be absorbed. Healthy peatlands act as a sink for greenhouse gases including carbon dioxide. If the peatlands are replaced by the wind power station, there will be nothing to absorb greenhouse gases.
Finally, there are other alternatives, such as building the wind power station offshore. Offshore wind is steadier and stronger than that on land, and offshore farms have less visual impact. Many countries have built such offshore wind power stations, including Sweden. It is a better choice for Scotland to build it offshore than on peatlands.
    Then you will hear:
Now listen to part of a lecture on the topic you just read about.
    Lecture

    Question
Summarize the points made in the lecture you just heard, explaining how they cast doubt on points made in the reading passage.
Peatlands are one of Scotland’s most important natural assets in terms of the ecosystem services they provide. They have the potential to play a role in climate change mitigation. Recently, Scotland has announced plans to build a wind power station on peatlands, but the plan is strongly opposed by some people. However, it is my opinion that the government should build the wind power station on peatlands. My reasons are as follows:
First, although some people claim that local tourism will be affected due to the plan, I believe that Scotland’s tourists will understand, value, and welcome this project. Besides, many of them come from England and are well-informed on Scotland and Scottish issues. If they find the power station unattractive, they can just visit other places in the country. On the whole, tourism won’t be affected.
Second, most carbon dioxide is caused by the burning of fossil fuels. If the government creates policies encouraging people to live environmentally friendly by burning fewer fossil fuels, the amount of carbon dioxide will decrease, even if there are fewer peatlands acting as sinks to absorb it.
Finally, building the wind power station offshore is not a good idea, not only because the cost for building and maintenance is high, but also because it will disrupt local weather, softening the natural winds reaching the shore. On the whole, it is not a good choice to build the wind power station offshore.

答案     In the lecture the professor questions the reading’s assertion that the wind power station should not be built on peatlands. The lecture puts forth the idea that the government should build the wind power station on peatlands as planned.
First, the reading mentions that the wind power station would affect local tourism. However, the professor suggests that the tourists in Scotland will understand, value and welcome this project. Besides, many of them come from England and are well-informed on Scotland and Scottish issues. If they find it unattractive, they will turn to other places. On the whole, Scottish tourism won’t be affected.
Second, the reading cites that the wind power station is harmful to the environment, leaving carbon dioxide nowhere to be absorbed, since peatlands are the sink for absorbing it. The professor counters by saying that most carbon dioxide is caused by the burning of fossil fuels. Peatlands don’t need to be the sink for absorbing carbon dioxide, which can be decreased by burning less fossil fuels.
Finally, the reading says that there are other alternatives, such as building the power station offshore. The professor rebuts this by saying that building it offshore is not a good idea, not only because the building and maintenance costs are high, but also because it will cause minor weather changes, causing the wind to die off before reaching the continent.
