At least eighteen Vietnamese refugees have been killed in a fire which broke out during a fight at a detention center for Vietnamese boat people in Hong Kong. Fire started after police were called at Sa Gang detention center to deal with a brawl involving more than 200 Vietnamese during Lunar New Year celebrations. Eighteen charred bodies were recovered from a burned-out hut. More than a hundred people were taken to hospital. The Governor of Hong Kong Sir David Wilson, after inspecting the scene, said moves were being made to segregate trouble-makers.
   The BBC Hong Kong correspondent says the crowded camps have become havens for Vietnamese racketeers and there are frequent outbreaks of gang warfare with rival groups from different parts of Vietnam attacking each other with homemade weapons. Our correspondent says the tragedy is bound to highlight again the crowded and violent conditions in which the more than 50-thousand Vietnamese refugees live in Hong Kong.
