On the other hand, the more optimistic would argue that each individual should try his or her best to do good things and be nice to others, instead of waiting for the "social environment" to improve. So, what do you think? Is a sound social environment necessary for people to have high moral standards and be good to others?

Is a sound social environment necessary for people to be good to others?
Nowadays, the decline of moral standard is widely lamented in the whole society: people no longer so readily offer a hand to the elderly who slip onto the ground; or they are hesitant or even indifferent when someone cries out for help in emergency; or they turn a blind eye when seeing public properties illegally taken away. Though helping others has always been a virtue in traditional Chinese culture, yet nowadays many people dare not offer help to those in need, for fear of getting into trouble. In my opinion, lamenting like these without taking any practical action can not boost the sense of morality. A good social environment fostered by every citizen’s effort is necessary.
A sound social environment is an environment where people are encouraged to do good things, to be nice to others and are refrained from immoral things. The power of positive evaluation and encouragement from society is great and efficient. Positive evaluation and encouragement can educate people from within. It sets a standard with which people can identify. And the power of social opinion can never be ignored. A hostile environment can only frustrate and hurt people who have high moral standards. Suppose you voluntarily go out of your way to help the lone old lady who lives next to you, but what you meet is the skeptical look and sarcastic words from other neighbors, how much courage is there left for you to persist?
At the same time, a sound social environment is necessary in that it puts pressure on those who will do immoral things. To do immoral things or not is certainly a matter of self-decision, and usually just a decision of a moment at which the power of environment is decisive. If the factors in the social environment are against the immoral behaviors, then the possible doer will tend to spend some time thinking over the matter before taking actions; if the social environment is hostile towards the moral behaviors, then the good doer will have to rely on his own sense of morality not to withdraw, which is sometimes rather hard.
Therefore, a sound social environment is the best condition under which morally good behaviors will be held in esteem while bad behaviors will be punished and frustrated, where every social member will be positively guided and properly led to the right course.
