问题     Over the past few years, people in China have been quite reluctant to offer their helping hands to those who fall to the ground injured or in coma, because helpers might be accused of causing the fall. The instances of blackmail or wrongful charge after a passer-by has offered help have prevented people from acting as helpers. In your opinion, what kinds of measures could be adopted to make sure that helpers in our society will be well protected? Write an essay of about 400 words. You should supply an appropriate title for your essay.

答案                     Helpers: Protection Needed
Recently, the question of "to help or not to help" has become a heatedly discussed topic since some helpers who help those in need are accused of causing the harm. Blackmail and wrongful charges are making people increasingly reluctant to give their helping hands. In reaction to such situation, people wonder what kinds of measures can be taken in order to protect the rights of helpers. As far as I am concerned, helpers should be protected through both education and legislation.
First of all, helpers will be better protected when people are educated to support their actions. One major problem helpers are facing is that the good side of human nature has been overshadowed by selfish concerns. For example, the incident of "Xiao Yueyue" has attracted public attention because people cannot understand how it was possible that the 18 people passing by had failed to help an injured girl. I think the reason behind this is that people are used to taking care of their own benefits—how much time it will take to take the girl to the hospital, how much money will be spent and how much trouble it might cause—these overwhelming thoughts prevent them from helping those in need. As most people are not willing to help others, helpers would be left isolated and unsupported, which makes them more vulnerable to ill-intentioned blackmail. In order for the helpers to be protected, we should educate all people that helping others is not only a demonstration of kindness, but also a basic obligation as a human being. When more people understand this and join the helpers, they will surely be better protected.
Secondly, helpers should also be protected through legislation. In order to make sure that the rights of helpers are protected, many countries have already made relative laws. For example, in the United States, helpers will have immunity during a selfless action of helping others and won’t be faced with wrongful charges if any harm is caused during the help. In Singapore, there is also a law that if the helped blackmails his helper, he will have to give his apologies in person, face a fine up to three times worth of his medical expenses and might even be charged with the crime of false accusation. The enforcement of such laws can give helpers a safer environment where their interests are soundly protected.
In conclusion, to protect helpers, we should utilize both the power of education and the enforcement of law.
