答案    The drawing depicts a rather ironic scene in which a leader is lecturing on the other one about fire prevention while he himself is jeopardizing the environment with a lighting cigarette in his hand. It indicates that nowadays, a large number of leaders cannot set a good example for others thus prohibit the designed policies from being strictly followed by others.
   Many problems might arise from such misbehavior of leaders. Firstly, many people will not take the instructions or policies so seriously as they are supposed to. They may cite the example of the misbehaving leaders to exempt themselves from behaving themselves. Secondly, it will harm the authority of those leaders and set obstacles against their future leadership. It takes years to build up authority but it only takes minutes to destroy it. What those leaders might face in the future will be the inability of gaining trust and support from his fellow people.
   Given what is stated in the drawing, we should take immediate action to change this situation. It is high time that the leaders re-examined their behavior and disciplined themselves more strictly. Only in this way could they win more trust and support.
