    Three major factors that account for such a phenomenon are listed as follows. First, the imperfection of me existing rules and regulations concerning the Internet supervision and management make it possible for network criminals to cut corners to seek their interests. Second, insufficient awareness of self-protection of the netizens is likewise taken advantage of by network criminals. Third, the thoughts and values of many network criminals are so twisted that they search desperately for ways, however illegal or immoral, to seek profits or even cause chaos to the society just for fun.
    To fight against network crimes, great efforts must be made to improve the law and regulation system and tighten its enforcement. Furthermore, we should enhance me sense of self-protection when using the Internet. Last but not least, schools, families or even me whole society should attach greater importance to moral and legal education.
