    What cause these scholars’ returning? In the first place, Chinese economy is developing so fast that chances exist in each field.     In the 21st century, to China’s development, it is a critical stage to engage successfully in international affairs. A lot of talents are needed to accelerate the process of modernization. Returning scholars have learned foreign theories and techniques in the highest flight in the world which enable them to apply their knowledge to the economic and social practice in China.
