   As the economy and society develop, people’s income and living standard have improved greatly, but the quality seems to lag behind or even backslide: the killings, robberies and other crimes increased; on the bus, it’s often to see very old or sick people stand in the crowd, while some young ladies or boys sit leisurely on the seats; in the garden, we can always see people walk across the lawn, not noticing the slogan "please don’t trample on the grass". There are many other behaviors that reflect backsliding of the quality, which, in the long run, will do harm to the nation’s image and-further development. So it’s very necessary that we take measures to improve people quality.
   Two kinds of efforts should be taken to improve the people’s quality, including the restriction of law ’said the consciousness of individuals.
   People as individuals should realize the defects of their manners, cultivate a good habit, and stick to the traditional virtues Such as being modest, respecting the old, loving the young, etc.
   The government will have to shoulder two responsibilities to realize the improvement. Firstly, it should educate people, and point out what kind of behaviors is not proper and what impacts they have both on the individuals and the nation. Secondly, the government should issue relevant laws or rules such as small capital punishment, compulsory labor, and for the criminals, severe punishment, of course.
   Both of the two efforts are very essential to the improvement of quality, without the protection of laws or rules, people’s enthusiasm will be easily spoiled, while without the self-consciousness of the individuals, these perfect rules or law can only stay in the pa- per, never carried out. So, to improve the quality, the government and the individuals should join together, and with the joint efforts of the government and people them- selves, the quality of people is sure to improve gradually.
