    养老问题不仅仅是民生问题，它对中国的政治、经济、社会都将带来重大的影响。摆在中国面前的任务是艰巨、紧迫的。中国政府正在加大投入，并采取各种措施以确保中国的老龄人口能够得到应有的保障。

答案 An aging society is defined by the UN as one in which 10 percent of its population is aged above 60 years. By this definition, China became an aging society seven years ago. Currently, it has 145 million people aged 60 years and above, accounting for 11 percent of its population.
This group is growing at an annual rate of over 3 percent, meaning the country has a sharply increasing elderly population. Experts predict that in the next three decades, China will see its population aged above 60 years exceed 400 million. This will create many social problems. As a response, China must improve its old-age care system.
The birth rate is dropping, and as many as 140 million young farmers have moved into cities. This has left behind a large number of aging parents in villages. In rural areas, many elderly people are not financially independent, but the social security system there cannot meet their needs.
When Western countries entered the period of aging population, their per-capita GDP was around US$5, 000-10, 000. In contrast, when China became an aging society, its per-capita GDP was only $1, 000. It can be said that China is becoming old before it becomes rich. This makes the challenge of caring for the aged even greater for China. Growing at this speed, the country’s elderly population will see an increase of 100 million in 12 years. Here the question arises: Will China have enough money to care for them?
Old-age care is not only an issue of people’s livelihood, but also one that will exert a huge impact on China’s political, economic and social development. China is, therefore, faced with an arduous and urgent task. The Chinese government is increasing input and taking various measures to ensure that the aging population in China will receive the care they deserve.
