    要解决我国的失业问题，首先要加强人口控制，人口过多是我们解决就业问题的一个严重障碍。控制人口仍是我们面临的紧迫的任务。其次，政府促进对外开放，争取更多的世界劳力密集型工业和服务业来中国办企业，同时要解决好产业结构与就业结构不协调问题。
