Not long before, some municipal governments issued a new regulation on the management of lost items. It goes like this: if no one claims a lost item, the person who hands it in to the police station will get 10 percent of its auctioned earnings as a reward; moreover, if the lost property is returned to the owner, the owner can voluntarily offer 10 percent of its value as a reward. What is your opinion? Should we reward people for returning lost property? Write an essay of about 400 words. You should supply an appropriate title for your essay.

Rewards for Returning Lost Items Should Be Promoted
Recently, some municipal governments have decided to give rewards to those who return lost items. This has stirred much controversy. Some people believe that giving rewards for returning lost items helps promote the traditional virtue of giving back lost items, while others think this rule is too money-oriented. As far as I am concerned, giving rewards for returning lost items is a sensible decision in both practical and moral aspects.
To start with, giving rewards for returning lost items is practical. As the society gets more fast-paced, time is considered very valuable to everyone. Under such circumstance, it should be understood that returning the lost item to the nearest police station or looking for its owner takes time and energy. Some might even change their schedule to do this. It is hence natural that the kindness should be rewarded and time compensated. For the owner who has benefited from the kindness of a stranger, he has also found a way to express his thanks by giving a relatively small portion of what he has got back. Viewed in pragmatic lens, the suggestion issued by some local governments is fair and sensible for both sides.
Secondly, rewarding people for returning lost items also encourages good moral climate. A story goes in Analects of Confucius that Zilu, one of Confucius’ favorite students has saved a man from a drowning. To express his gratitude, the man gives Zilu a cow and Zilu happily accepts the gift. On hearing the story, Confucius remarks gladly that there will be more people ready to help others ever since. From this story we can see that giving rewards to those who have helped you does not make the behavior less "moral". Instead, it fosters a positive moral climate. By rewarding 10% of the lost items’ value, the government sends a clear signal that returning lost items is a noble behavior which is worth encouraging. And more and more people will be willing to return lost items they have found with the incentive of the reward.
As a conclusion, rewarding people for returning lost items successfully strikes a balance between practical concerns and moral ones. It does not only compensate the time and energy devoted in the process of returning the items, but also acts as an encouragement of such behavior and cultivates a favorable moral climate.
