There are always people who are genuinely down on their luck and making【C4】______organizations take care of them as this has been tried in countries such as Australia and the UK with far lower【C5】______of begging and homelessness than China.
The other one argues that there are many different kinds of beggars, and many different reasons for becoming beggars. What can be done?
Well, first, it is【C6】______that if a person can make more money by begging than by other work, there will always be people who will choose begging.【C7】______, job and skill training programs, especially for those living in rural areas, are very important. If people can get better jobs, with more money, they’ll have no reason to turn to begging.
And providing greater support for those with real needs within a city can be a big help, too. This includes providing education for street kids, skill training for adults, etc..
