    In recent years, there has been a sharp increase in the number of Chinese tourists traveling both home and abroad. However, along with this surge are some uncivil behaviors, which have received fierce criticism. For example, some tourists may smoke, talk loudly, throw trash around, or even scrawl on cultural relics in the scenic spots.
    Personally, I hate such misbehaviors and believe that the government should take some measures to tackle this problem. First, we should set up a system to keep track of those who misbehave in scenic spots. If they are spotted three times, we could blacklist them and reject their admission in their subsequent visits. Second, the authorities concerned could impose a fine on those who damage the environment in the scenic spots. For instance, for every item littered, a 50 RMB fine is imposed.
    In short, some severe measures like blacklist and financial penalty should be adopted to prevent tourists from behaving inappropriately.
