Russia, France, Germany and China have proposed major changes to a U. S.-British draft UN resolution on Iraq. A proposal drafted by China would give the new Iraqi government control over the army and police and require the multinational force to consult on military actions except for self-defense. The proposed changes would give the interim government that takes over on June 30th the right to decide if foreign troops can remain in the country.
