   Due to the increasing complaints from local residents about dog droppings left in the streets, the authorities are to put forward a law to levy an annual tax on pet owners, which has aroused pros and cons from all sides.
   The pet owners are against it. They say that pets are family members and this one-fits-all policy treats those who clean up after their dogs unfairly. Besides, this tax will increase the financial burden on those who live alone. Contrary to the pet owners, those who don’t raise pets applaud the tax. They claim that when the owners’ awareness doesn’t work, a law should show its teeth. Moreover, the tax revenues could be spent on patrols to ensure that pets’ waste is removed and that fierce pets do not pose a threat to walkers.
   Weighing the ideas from different aspects, I think it is a good choice to levy a tax on pet owners, at least at this moment in China’s big cities. Firstly, pets also consume public resources. The ratio between pets and residents in big cities is disproportionately high. Pet owners should pay for the consumption their pets impose on the public. Secondly, the increased budget revenues could be used to set up a special office, which operates to regulate requirements for pet ownership and registration. In most big cities in China, pet-raising does not need any registration, which is one of the reasons why pet problems have been a disturbing annoyance to urban residents. Finally, the government needs money to build shelters for stray dogs and cats or have them neutered or spayed. This leads to another problem, that is, who are to ensure the fulfillment of these measures. Patrols? Good, but they need to be paid.
