    A number of factors could account for the problem, but the following might be the critical ones. First and foremost, it is the increasing growth of population that causes water shortage. Water is more needed than before. Furthermore, with the development of industries, a large amount of water has been polluted and wasted. Last but not least, the shortage of fresh water can also be attributed to the lower efficiency in water utilization.
    In view of the seriousness of the problem, effective measures must be taken before things get worse. For one thing, it is important that laws and regulations should be worked out and enforced to protect water resource. For another thing, man must do his utmost to find alternative sources of fresh water. In these ways, we will not be anxious about water scarcity in the future.
