You should start your essay with a brief account of the traffic jam problem and then explain the causes of it and propose solutions to reduce it. 答案    The picture vividly portrays a big headache for many cities: traffic jams, which not only create more air pollution in the city, but also bring much inconvenience to the citizens.
   The rapid increase in the number of private cars obviously should be responsible for this problem. As cars become more affordable, many people choose to go to work by car instead of using public transportation, which makes the traffic condition much worse. Besides, traffic control and road planning of the city are not always in step with the growth of the number of cars.
   To change this situation, strong measures should be taken. Firstly, rules should be carried out to control the number of private cars. Secondly, methods should be worked out to improve the efficiency of traffic control and rationalization of road planning. Last but not least, citizens should be encouraged to use public transportation. With these efforts, the traffic jams will be hopefully eased.
