Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement. To what extent do you think laws are needed to make people recycle more of their waste?

Household waste has become a threat to the environment, especially in large cities where many consumers now tend to buy more than they need. In order to encourage them to recycle waste, governments should adopt a number of approaches, in addition to legislation.
Laws can be enforced to punish those who do not dispose of rubbish in an environmentally friendly way, thereby prompting all people to reduce the waste they produce. They would be more environmentally conscious in waste management, because of the legal consequences. For example, they may have to pay extra fees when they produce excessive waste, and those families who do not separate rubbish and put recyclable items, including paper, glass, bottles and electrical equipment, in respective rubbish bins, will be fined.
While tough rules can change behaviour, it is also important to educate the public about the impact of waste on the environment. People would not make an effort to go green, if they did not realise that waste could cause pollution, contaminate water and damage the environment. Everybody should be aware that plastic bottles and cans, if not recycled, will end up in landfill sites, and that the toxic substances contained in these items can cause serious environmental problems.
It is also necessary to increase recycling facilities in communities. Supermarkets and shopping malls can put bottle banks in prominent positions to collect bottles from passers-by, while colour-coded recycling bins can help people separate waste more easily. Without these facilities, they could not play a bigger part in the waste pre-treatment process, even though they understand it is a legal requirement to recycle waste effectively.
To conclude, setting tougher standards is one effective way to promote recycling, but awareness campaigns and investment in facilities are equally important.
