问题    The following two excerpts are about bike-sharing, which has become a runaway success in China in the past two years. From the excerpts, you can find that the success of bike-sharing also causes some public headaches in the meantime.
Write an article of NO LESS THAN 300 words, in which you should:
   1. summarize the advantages and disadvantages of bike-sharing, and then
   2. express your opinion towards the service, especially on how to solve the challenges that it is facing.
Marks will be awarded for content relevance, content sufficiency, organization and language quality. Failure to follow the above instructions may result in a loss of marks.
   Excerpt 1
Sharing Puts Bikes Back on the Street
A survey of about 100,000 residents in 36 cities reported a 55 percent decline in their trips by car and a 53 percent increase in their trips via unlicensed motorcycles after they started using shared bikes.
Wang Peng, deputy chief engineer of the innovation center for technology at Tsinghua Tongheng, said that since the debut of shared bikes, people have made less trips by car.
"Previously, trips made by cars accounted for 29.8 percent of the total trips inside the city, while only 5. 5 percent of trips were made by bike. Following the booming bike-sharing trend, the proportion of trips by car dropped to 26.6 percent and the proportion of bike rides doubled to 11.6 percent (both privately owned and shared bikes). "
Experts said the bike-sharing sector will help improve the overall urban environment.
"The emerging bike-sharing boom not only alleviates the traffic congestion in cities, but also helps to make more effective use of urban space," Wang said.
"Taking Beijing as an example, the parking space for a normal-sized car can fit 10 bikes. If more people choose shared bikes, an area equivalent to the size of five Bird’s Nest stadiums would be saved. "
   Excerpt 2
Massive Success of Shared Bikes Causes Equally Massive Headaches
Located east of Beijing’s Guomao area, commuters to the Bawangfen East bus station have widely adopted the use of shared bikes. However, the traffic of shared bikes coming into the station greatly outnumbers the flow heading out. After a year of bike-sharing, the steady accumulation of shared bikes at the station has gotten so severe that it is impacting bus service.
Compounding the situation is the traffic barrier extending from the adjoining Dawanglu Station. As parking for shared bikes continues to rise, the available space for buses and even pedestrians withers away, packing them both into increasingly confined quarters.
Mr. Yan, a driver for the local Route 815 bus, said " shared bicycles have adversely affected the safe operation of busses". "Originally there were two exits available for busses, but now there is only one due to the invasion of shared bikes," said Yan.
Mrs. Su, an elderly volunteer who works at the busy transportation hub that links commuters with the far-off eastern Beijing suburbs of Tongzhou and Yanjiao, said the situation "has already become a disaster".
The problem is worse at night when volunteers like Su aren’t around to move around improperly parked bicycles.

答案                Can Bike-sharing Promote Green Transport?
Nowadays, shared bikes as a means of transportation are becoming a new trend. It offers urban residents a new option for short journeys in cities. On the one hand, bike-sharing brings convenience for people’s travelling and does good to the environment as well. On the other hand, along with its rapid development, some problems like random parking, vandalism and personal occupation of shared bikes are exposed, posing a significant challenge to urban management. So some people put forward the question: Can bike-sharing service promote green transport in a real sense?
In my view, bike-sharing service should be welcomed by cities aspiring to advocate green travel and reduce vehicle emissions and traffic congestion. However, if those exposed problems are not taken seriously, they will hinder the urban development, let alone promote green transport.
To begin with, bike-sharing platforms need to constantly perfect their management and maintenance services to regulate users’ behavior. Still, we cannot ignore the fact that in many cases dishonest users cannot be restrained by technical means alone. Instead, they are likely to abide by the rules when administrative intervention is in place. So, while considering the urban infrastructure construction, what the government should do is to formulate policies and standards and seal breaches to further monitor users’ behavior. In this way, the unruly users who are traced by the GPS system installed on the bikes are less likely to repeat their mistakes when an official warning is given by the urban management authorities. Besides, it is essential for each of us to enhance our personal quality and raise the awareness of green transport, co-creating a sharing atmosphere.
To conclude, as an innovation of the non-motorized means of transportation, bike-sharing not only makes a great impact on the traditional ways of public travelling, but also tests the morality of the public. Therefore, whether or not shared bikes can promote green transport depends on the joint efforts of all of us.
