　　                                            Private Home Tuition Illegal
　　The Supreme Education Council (SEC) is to launch a crackdown against private tuition from the second semester of the current academic year.
　　According to the local daily, the campaign will prohibit private lessons and the promotion of the "phenomenon" with heavy penalties for people who would violate the rules.
　　The daily, quoting Mr. Muhammadi, head of the Communication Office at the SEC, said the penalties for offenders could be imprisonment up to six months and heavy fines or both.
　　Officers of the SEC will have the judicial authority to deal with any offence in this regard.
　　Mr. Muhammadi said measures are being taken in order to implement the new law, which was issued last September, for practicing of educational services in the country. He urged publishing houses and advertisement platforms to participate in the campaign by refusing to release any material that promotes and encourages private tuition.
　　According to the new law, the SEC has the authority to approve educational centers and issue sanctions against those who practice without permission. "Unauthorized private tutors will be targeted in the first phase of the drive," Mr. Muhammadi said.
　　To curb the " unhealthy" practice, awareness campaigns through different media will be run to inform the residents about the new law, he said. The council has already started adding lessons and explanations on the SEC website so that students can study without the help of private tutors.
　　In addition, special classes will be conducted at the schools for students who need help in some of the subjects. The official urged pupils to focus on their teachers in classes instead of depending on private tutors, a phenomenon which, he said, could have a negative impact on children.

        Today, private tutoring has become a burgeoning phenomenon in many parts of the world. For one thing, many parents generally incline to the belief that private tutoring can help their kids get higher scores and improve their learning skills in different subjects. For another, almost all after-class education and training institutions claim that they can meet students’ needs and fulfill parents’ desire by providing better education for children. In such a climate, educators and policymakers around the world find themselves in a precarious position, particularly in an age driven by standardized testing. They have enacted various policies to respond to the growing number of private tutoring centers.
        Considering the advantages and disadvantages of private tutoring, I am inclined to advocate that private tutoring should be prohibited. To begin with, private tutoring takes up too much spare time of school children who have to spend their teenage years sitting with their noses in books and can hardly find enough time for rest and entertainment. Secondly, with the purpose of expanding the market, the pedagogical and curricular practice of the private tutoring system has functioned to increase "anxiety" and "insecurity" to the formal education system, which ultimately places the regular school teaching at a severe disadvantage. In addition, private tutoring prevents students from learning actively. They might be less attentive in class at school, because with extra help from private tutors, they don’t have to worry about the loss in class. What’s worse, receiving tutoring may become a financial burden, especially for poor families, as many families have to devote a large portion of their incomes to private tutoring fees.
        To conclude, to wipe out the practice of private tutoring can be difficult in current educational environment. In the long term, more attention should be paid to school teaching, and more effective measures should be taken to develop students’ potential and improve school teaching quality. At the same time, the social acceptance, incentives and accountability of education policies can’t also be ignored.
