Dual labour market theory states that migration is mainly caused by pull factors in more developed countries. This theory assumes that the labour markets in these developed countries consist of two segments: tertiary, which requires high-skilled labour, and primary, which is very labour-intensive but requires low-skilled workers. This theory assumes that migration from less developed countries into more developed countries is a result of a pull created by a need for labour in the developed countries in their secondary markets. Migrant workers are needed to fill the lowest rungs of the labour markets because the native labourers do not want to do these jobs as they present a lack of mobility. This creates a need for migrant workers. Furthermore, the initial dearth in available labour pushes wages up, making migration even more appealing.

It is generally acknowledged that labor force involves high-skilled workers and low-skilled workers. Dual labor market theory assumes that migration between developed and less developed countries is caused by needed pull factors. However, a survey about migration between 1999 and 2008 in the UK shows a different picture during Tony Blair’s 10 years in office between 1997 and 2008 when there were successive quarters of economic growth.
From the line graph, the number of immigration and emigration both rose over the period, but the figures for immigration were considerably higher. In 1999, over 450,000 people came to work in the UK, while the number of people who emigrated stood at just under 300,000. Till 2004, the number of immigration has risen by nearly 150,000 people, and the emigration increased slightly, too. After 2004, the rate of immigration continued to climb high, but the number of emigrants fluctuated, falling suddenly in 2007, before peaking at about 420,000 people in 2008.
As a result, the net migration figure fluctuated with them, first standing at around 160,000 in 1999, peaking at almost 250,000 people in 2004, then standing at around 240,000 in 2007, but falling back to around 160,000 in 2008.
In conclusion, looking at this line graph, we can see that the migration from less developed countries to developed countries does not have a very direct relationship with economic growth and skills required.
