答案    As a representative of people with disabilities in China, I am glad to attend today’s international seminar on protecting the rights and interests of the people with disabilities and brief you on the progress China has made in this area. There are 85 million people with disabilities in China, more than any other country in the world. They account for 9 percent of such people in the world and about 6.3 percent of China’s population. This figure is larger than the total population of Germany. You can thus see what a big challenge the Chinese government is facing in protecting the rights and interests of these people.
   It is precisely for this purpose that the Chinese government places great importance on protecting the rights and interests of the people with disabilities and has taken a series of measures in this endeavor. In 1987, the Chinese government conducted a sample survey of the general conditions of these people in China and, on this basis, adopted the Law on Protecting the People with Disabilities in 1991, which has laid down the legal foundation for advancing the cause of protecting people with disabilities in China.
   The Chinese government has provided community rehabilitation services to people with disabilities in over 2,600 counties and urban districts. By the end of 2013, there had been 6,618 rehabilitation centers in China, providing services to 24.61 million people with disabilities. Preferential treatment has been accorded to people with disabilities in terms of social aid, social security and social welfare, which has benefited tens of millions of people with disabilities. Close to 2,000 special schools for people with disabilities have been opened, with an enrollment of about half a million. The government has also granted tax exemption and reduction as well as subsidies to people with disabilities to facilitate their employment. I, for example, have opened an online shop thanks to this preferential policy. With the care and assistance of the government and society, people with disabilities in China have enjoyed an increasingly higher political and economic status.
   We people with disabilities are equal members of the big society. Like people without disabilities, we are also entitled to the fruits of social and economic development. But one should not fail to see that whether in Asia, or other parts of the world, people with disabilities still face great difficulties and are in urgent need of help. In particular, they face mounting barriers to seeking equal opportunities to participate in social and economic development. I’d like to take this opportunity of attending today’s seminar to share with you China’s practices in promoting the cause of people with disabilities and learn from the experiences of other countries. Let’s work together to enable more people with disabilities in the world to live a better life.
