    Nowadays, area development is becoming a hot issue in this economic competition-oriented era. Because exploiting the advantages of each local area can result in better and faster development, lots of areas try to make themselves look modern and special to attract attention. Therefore, Guizhou Province wanted to turn a little-known area into a " central business district" with a foreign designed blueprint, which is not surprising. Although totally depending on a foreign company to design a little-known mountainous area may make the area present a new look, the negative influences can not be overlooked. As to this matter, I tend to hold the opinion that it may fail to reflect regional characteristics or local cultural heritage. The design should take the city’s original resources into account and make full use of them.
    To start with, while the foreign design company holds a new fantastic point of view, bringing on the bold innovation of the design, the city’s unique characteristics may be neglected. It can be inferred from its blueprint for unconventional, super-futuristic buildings that don’t match the local landscape. The local cultural heritage is the valuable resource left over by history, and can never be regained once lost. Take Tulou in Fujian Province for example. It is said that the Tulou cluster is a pearl in eastern civilization for its wide varieties, giant scale, fine structure and cultural enrichment. In some degree, although it is incomparable with the modern buildings from a technology-based perspective, it is a precious tangible culture heritage without parallel. So the design should combine the local cultural heritage with the new fashionable ideas.
    Furthermore, bold innovation is indispensable for the area’s development, but the local resources should also be taken into consideration. Constructing unconventional, super-futuristic buildings in such an undeveloped area as Guiyang does not conform to reality, for the high cost would be an obstacle in the construction process. Making use of local resources will be a better choice and we have already had such precedent. For example, we strive to develop ocean transportation in the coastal area and the high-tech industry in the cities where various talents are gathered such as Beijing. Only when all the important elements for a city’s development are improved can the city make a big step.
    In conclusion, it is not totally acceptable to invite a foreign design company to give such a small area an entirely new look. The local cultural and economic conditions should be necessarily put into the designer’s mind.  Thus a healthy and sound development pattern can be formed accordingly.
