    Lured by TV series, movies and various reality shows, people nowadays spend far less time in reading than in old days. Being aware of this situation, Chinese lawmakers are thinking whether to promulgate a law that promotes reading. Most people believe that this will greatly improve the readership in the country but some also expressed their concerns. Some people concern what will happen to those who do not enjoy books. Some reasonably analyse the situation and propose to provide better books and reading facilities to create the atmosphere for reading.
    I believe a law to promote reading is well-intended but the necessity of enshrining the goal by a law should be discussed. Firstly, a law should be the minimum code of conduct for each and every one of the public instead of raising higher requirements, which fall into the domain of social ethics, convention and culture. The proposed law, however, tries to legislate the conduct of reading which should be totally based on free will and personal habits and therefore violates the basic spirit of laws: the minimum code of conduct instead of moral motivation. Secondly, I believe better books, better facilities will be more effective to develop readership. Despite the attraction of modern entertainment, we have witnessed the popularity of quality books such as The Three-Body Problem and works of Mo Yan, a winner of Nobel Prize. Community libraries, instead of one big fancy library should be established so that the public will have easier access to book and therefore more likely to read.
    In conclusion, whatever the solution, we should open up more reading avenues for those who are keen on books. I believe the law is well-intended but there are other far more effective ways to promote a reading population in the country.
