W: Hello, Tom, could you please tell me something about driving licenses in Great Britain?
M: Well, it took me four times to pass my driving test and I think if I hadn’t passed on the fourth time, I would have just given up because 1 thought it was so difficult. I couldn’t bear it any longer.
W:(l)The UK is probably the most difficult country to get a driving license!
M: But you know there is a strong reason for the UK to keep their testing standard high. It’s extremely important to keep it that way.
W: Why?
M: As to today’s road and traffic conditions, things are getting more and more difficult.(2)There are currently 3 500 people being killed each year and we certainly don’t want to lower any standards and add to that.
W: So they wouldn’t lower any standards.
M: In fact, the UK has tightened their procedures since 1996.(3)We actually split off the theory test, part of the test, into a separate test. Unfortunately, the pass rate at the moment is quite low, running at about 43% to 44%.
W: What are the basic steps to get a UK driving license?
M:(4)The first thing you need to do is to apply for a provisional license. You fill in the form, supply two photographs, pay the fee and send it off to the DVLA, who then issues you with a provisional driving license.
W: And what’s next?
M: You have to practice in real life situations, and pass some tests. I hope you have a better idea now about driving in the UK. It’s not easy to get a driving license.
W: Thanks a lot for giving me so much information on driving licenses.

本题问的是英国驾照考试标准高的原因。对话中男士提到,每年车祸死亡人数高达3 500人,因此英国政府不打算降低驾照考试的标准。由此可知,英国驾照考试标准高是为了减少车祸。
